This error means there's a missing that payroll is missing a file which Payroll it needs to operate properly. It This means that either Payroll hasn't installed correctly, or it has been upgraded from updates only. 

To fix this error you'll need to reinstall Payroll. There's no need to uninstall your current Payroll version before reinstalling.

Before reinstalling Payroll, ensure your Payroll software is closed.
