This error means there's a missing file which Payroll needs to operate properly. It means either Payroll hasn't installed correctly or has been upgraded from updates only.
To fix this error you'll need to reinstall Payroll. There's no need to uninstall your current Payroll version before reinstalling.
Before reinstalling Payroll, ensure your Payroll software is closed.
