ATO support for businesses during COVID-19

The Australian Government has announced JobKeeper, a wage subsidy scheme, to help businesses impacted by COVID-19. Under this scheme, eligible business will be able to access a subsidy from the government to continue paying their employees.

The JobKeeper scheme will reimburse eligible employers up to $1500 per fortnight for each eligible employee. The scheme will run for six months and is backdated to 1 March 2020. From the first week in May, JobKeeker payments will go to eligible employers who have registered for the scheme.

Registering for JobKeeper payments

Check if your business and employees are eligible for JobKeeper payments by visiting business.gov.au.

You can register your interest in applying for the scheme via the ATO website.

Managing JobKeeper payments in Essentials

The JobKeeper payments are $1500 per fortnight before tax.

Here are the amounts based on pay frequency:

How you manage these payments in MYOB Essentials depends on the employee's regular income.

Less than the JobKeeper payment

Pay them the full JobKeeper payment. You can choose whether or not to pay superannuation on the top-up amount (the amount you've paid above the employee's regular income).

More than the JobKeeper paymentPay them the full JobKeeper payment, plus a top-up payment to ensure they're paid their regular income. Superannuation must be paid on the total payment.

To help keep track of your JobKeeper payments, you need to set up a new liabiltiy account. This will be used for the JobKeeper payments coming into, and out of, your business.

To make it clear for you and your employees (and the ATO), you should set up a new wage for the JobKeeper payments. This means the payments will be easy to identify on your employees' pay slips.

If an employee normally earns less than the JobKeeper payment, there's an additional wage pay item you'll need to set up.

Let's go through each of these setup tasks, and show you how to make JobKeeper payments to your employees. If our approach doesn't suit your needs, check with your accounting advisor about the best solution for your business.

1. Set up a new liability account

We'll start by creating the liability account to keep track of the JobKeeper payments you make and receive.

  1. Go to the Accounting menu and choose Chart of accounts. The Accounts page appears.
  2. Click Create account. The Create account page appears.
  3. Select Detail account.
  4. Choose the Account type. We suggest Other liability.
  5. Select Liabilities or Other Current Liabilities as the Parent Header.
  6. Enter a 4-digit Account number after the dash which suits your accounts list.
  7. Enter an Account Name, like "JobKeeper payments", to help you and your employees identify the JobKeeper payments.
  8. (Optional) Enter the account's Opening balance.
  9. Choose the Tax Code that you'll use most often with transactions posted to this account. If unsure, check with an accounting advisor.
  10. (Optional) Enter Notes about this account.
  11. Choose the relevant Classification for statements of cash flows for your business. See Statement of cash flow report for more information
    Here's our example:

  12. Once you're done, click Save.
2. Set up a JobKeeper payment wage pay item

Now that you've created a liability account, the next step is to create a new wage pay item so you can make JobKeeper payments to your employees.

This wage pay item will be used to pay an employee their regular income amount. Superannuation will be calculated on the amount paid using this wage pay item.

  1. Go to the Payroll menu and select Pay items. The Pay items page appears.
  2. Click the Wages and salary tab.
  3. Click Create wage pay item. The Create wage pay item page appears.
  4. Enter a Name for the pay item, like "JobKeeper payments".
  5. Choose Allowance - other as the ATO reporting category. Learn more about assigning ATO reporting categories for Single Touch Payroll.
  6. For the Pay basis, select Salary regardless of whether your employees are salaried or hourly based.
  7. Select the option to Override employees' wage expense account.
  8. In the accounts field, choose the liability account we created earlier.
    Here's our example:
  9. Under the Employees using this pay item, choose the employees who will be paid the JobKeeper payments.
  10. Click Save.  
3. Set up a JobKeeper payment wage pay item exempt from super (optional)

This task is only applicable if:

  • you have employees who earn less than the JobKeeper payment, and
  • you won't be paying superannuation on their top-up payments (the amount above the employee's regular income).

If you'll be paying superannuation on top-up amounts, you can skip this task and use the wage pay item created in the previous task.

As per the government's information, you must pay super on an employee's regular pay amount, but you can choose whether to pay super on top-up amounts.

If you have employees earning less than $1500 a fortnight and you want to exclude super from their top-up payments, here's what you need to do:

Create a JobKeeper wage pay item which excludes super

We'll start by creating the wage pay item, then we'll stop super from calculating on it.

To create the wage pay item

  1. Go to the Payroll menu and choose Pay items. The Pay items page appears.
  2. Click the Wages and salary tab.
  3. Click Create wage pay item. The Create wage pay item page appears.
  4. Enter a Name for the pay item, like "JobKeeper payments (ex. Super)".
  5. Choose Allowance - other as the ATO reporting category. Learn more about assigning ATO reporting categories for Single Touch Payroll.
  6. For the Pay basis, select Salary regardless of whether your employees are salaried or hourly based.
  7. Select the option to Override employees' wage expense account.
  8. In the accounts field, choose the liability account we created earlier.
    Here's our example:


  9. Under the Employees using this pay item, choose the employees who will be paid the JobKeeper payments.
  10. Click Save.

To prevent super calculating on this wage pay item

  1. Go to the Payroll menu and choose Pay items. The Pay items page appears.
  2. Click the Superannuation tab.
  3. Click to open the Superannuation Guarantee pay item.
  4. Under Exemptions, click the Add exemption dropdown button .
  5. Choose the JobKeeper payments (ex. Super) wage pay item.

  6. Click Save.
4. Pay your employees

  1. Enter their regular income amount against the JobKeeper payments wage pay item.
  2. Enter the top-up amount (to bring their pay up to the required JobKeeper payment amount):
    • If you're not paying super on the top-up, enter the top-up against the JobKeeper payments (ex. Super) wage pay item.
    • If you're paying super on the top-up, enter the top-up against their regular Base Salary or Base Hourly wage pay item.
More than the JobKeeper payment
  1. Enter the JobKeeper payment amount against the JobKeeper payments wage pay item.
  2. Enter the top-up amount (to bring their pay up to their normal pay amount) against their regular Base Salary or Base Hourly wage pay item.

Here are some examples:

Example 1: Employee paid less than $1500 and no super on top-up amount.

A monthly paid employee who has earned less than the JobKeeper payment, with the top-up entered against the JobKeeper payment (ex. Super) pay item (no super is being paid on the top-up).

Example 2: Employee paid more than $1500. Super is payable on the total payment.

Here's an example of a monthly paid employee who has earned more than the JobKeeper payment, with the top-up entered against their regular (Base Salary) pay item. Total pay = $6249.99.

 

After entering the JobKeeper amount and adjusting the employee's normal amount, complete the rest of the pay run as normal.

5. Receive the JobKeeper payments from the government

The JobKeeper payments from the government will be deposited into your nominated bank account. Here's how to record those payments.

If you use bank feeds

The deposits from the government will automatically appear in your bank feed transactions.

  • If you've already recorded a Receive Money transaction for the deposit (as described below), you can match the bank feed transaction to it.
  • If you haven't recorded a Receive Money transaction for the deposit, you can do so straight from the Manage bank feeds page (Banking > Manage bank feeds). When creating the Receive Money transaction, allocate the deposit to the liability account we set up earlier (the steps below will show you what this means).

If you don't use bank feeds, you'll need to manually enter a Receive Money transaction.

  1. Create a Receive money transaction (Banking > Receive money). Need a refresher? 
  2. In the Bank account field, choose the account the JobKeeper payment has been deposited into.
  3. (Optional) If you've set up a contact for the ATO, choose them in the Contact field.
  4. For the Description of transaction, enter the details of this payment.
  5. In the Account column, choose the liability account you created earlier.
  6. In the Amount column, enter the JobKeeper payment amount you've received.
  7. Here's our example:
