Client List Reports
When a Client List Report is processed, you may print, update and sort the Client List data in ways appropriate to the data you have downloaded.
Client Statistics (RPTCS)
This Client List Report only offer options for print and delete.
Client List (RPTCL) and Due Lodgment Report (RPTDL)
The Client List and Due Lodgment Report facilities provide an automated process in which the data received from the ATO is matched or compared with the data on the Tax Agent's client database. This comparison should show inconsistencies and/or allow the Tax Agent to update their database and to advise the ATO via a Client Update form what the ATO has that is no longer current.
The report options offered for these reports can be printed, deleted and used to update your Tax ledger.
INSERTIMAGE
The Report Options for RPTCL are:
-
ATO Report: Tick this option to display the ATO report that was flagged in the ELS Reports index.
-
List Exception Report: Tick this option to display the Exception Report screen, which provides further options for comparing and analysing the data in the flagged ATO report. This would normally be printed before updating Tax with data received from the ATO. The exceptions reported include:
-
Return not found in ledger
-
different form type, level, financial year, name, Company or Fund classification, address, final due date and different lodgment status.
-
List Returns not in ATO list: Tick this option to list all returns that are in your ledger but are not on the ATO List. These are returns for which you need to lodge a Client Update form.
-
Exception report - TFN only: Tick this option to display returns that are on the Client List but are not in your current Tax ledger matching by Tax File Number. The exceptions are reported as ‘Return not found in ledger’.
Update Options for RPTCL
These are:
-
Level; Classification: Updates ATO level, Company and Super Fund classification.
-
Date Due: Updates Due date of return.
-
Lodged: Updates lodgment status of return. As a precaution, the lodgment status of returns which have had their lodgment status modified after the date the Client Report was prepared, will not be updated.
-
Financial year: Updates Accounting year of return.
The updated fields are found in the Lodgment Details of the return, except for the lodgment status which is displayed on the Return index.
Exception report - Updating Tax
Updating Tax may be initiated by the operator at any time but prior to instructing Tax to update the ledger, an Exceptions report should be produced and examined and any necessary Client Update forms (CU) prepared and transmitted to the ATO for those clients no longer with the Practice but still on the ATO List or for those client new to the Practice and not yet on the ATO List.
All information displayed on the client list is based on details as at the run date shown and reflects current ATO processing. Some ATO branch offices may experience delays in lodgment of returns during peak processing times. Your client list, therefore, may not reflect your total lodgments to date.
This area is designed to NOT update the LODGMENT state/status of a return whose current status/lodgment date is EQUAL TO OR LATER THAN the client report being reviewed. Thus, if the client report has no date, no lodgment updates will occur (although other updates such as level and due dates will still proceed).
It is recommended that users move or delete these reports from the ELS Reports Index once the ledger has been updated and checked, both to conserve disk space and to limit the possibility of updating outdated details.
The Sort Options for RPTCL:
For information on these further options for this type of report refer to Client Report Sorting Options.

Activity Statement Client List
The ATO offers services for receiving Business Activity and Instalment Activity Statements, namely RPTABxxx (BAS) and RPTAIxxx (IAS).
RPTAB: Provides the facility for tax practitioners, where nominated by their client (the taxpayer) to receive personalised Business Activity Statement Information via ELS. This facility caters for quarterly and annual BAS production.
RPTAI: Provides the facility for tax practitioners, where nominated by their client (the taxpayer) to receive personalised Instalment Activity Statement Information via ELS. This facility caters for quarterly and Annual IAS production.
These reports are to be printed using a landscape printer set-up and the Instalment Activity Statement Preparation Details Report RTPAI should be landscape scaled to 90%.
Overview of Processing OutBAS and OutIAS
After receiving a request for these reports the ATO will transmit Activity Statement information to the tax practitioner through ELS.
The tax agent collects this information during transmissions to the ATO and uses it to create the respective Activity Statement in Tax. The tax agent updates the Activity Statement with additional client information.
Once updated, checked and validated the Activity Statement is transmitted back to the ATO via ELS.
Batches of Activity Statements
Activity Statements may be lodged in batches containing a maximum of 1000 statements.
Activity Statement Client List Background
The first listing of Activity Statement clients was made available to tax practitioners in mid-July 2000 from the internet or on request in paper form. This list identified all clients whom the ATO expected to lodge an Activity Statement (monthly, quarterly or annually) and who also had a Tax Agent number nominated in the ATO records.
All Tax Agents registered on the ATO Client Activity Centre (CAC) are supplied with a password and PIN so that they can download files via the Internet including their Activity Statement Client Lists files.
Subsequent Activity Statement Client Lists are available via ELS by requesting a form called the OG. This form may be requested using the Tax Agent Report Request in the normal way.
The ATO maintains their records from Update of Client Update Form (CU) lodged by Tax Agents. The Tax Agent must lodge an Update Activity Statement for each taxpayer where details held by the ATO need correction. Each CU form must be lodged via ELS.
How to Read the Activity Statement Client List
This client list will include:
-
Tax File Number (TFN)
-
Australian Business Number (ABN)
-
Trade Name where available, otherwise Legal Name
-
Postal Address
-
GST Indicator (per the ABN request received)
-
An ELS/ECI/Paper indicator (E, I or P) to define method of lodgment
The first four points need no explanation but where the ATO list differs from the Tax Agent's records, the Tax Agent must decide which is correct and either update the Practice records or advise the ATO via the Client Update Form (CU) of the correct information.
GST - GST Indicator:
Y Registered for GST and will be lodging a Business Activity Statement
N Not registered for GST and will be lodging an Instalment Activity Statement
Received via - Activity Statement lodged via:
-
I Internet
-
E ELS
-
P Paper
Internet: This means that the ATO is expecting this taxpayer to lodge the BAS or IAS via the Internet directly to the ATO ECI site and that henceforth all updates sent by the ATO to that taxpayer will only be available via the internet and will not form part of the tax agent's BAS Lodgment program.
Therefore, if the tax agent is actually going to lodge that return on behalf of the taxpayer, then the tax agent will need to determine whether the taxpayer will be lodging their own BAS via the internet or if they will have the tax agent lodging on their behalf.
If the taxpayer wants the agent to lodge, the agent will have to prepare a Form CU so that the CAC will be updated and all future electronic correspondence for that taxpayer will be sent to the agent via ELS.
ELS: Where this code is present, there is no requirement for the tax agent to advise the ATO via the Form CU of any change to that status unless the tax agent will not in fact be lodging the BAS via ELS. However, the agent would have to lodge a Form CU if any of the details (Name, Address, etc.) were different from the details advised by the ATO.
Paper: Where this code is present, the ATO is expecting that the taxpayer will lodge a paper BAS, which the ATO will post to the client or the tax agent. The tax agent will collate information and the completed form will then be mailed to the ATO for data capture. Any payments may be made using the Payment Advice Form attached to the Activity Statement or the Bpay method for telephone or internet payments.

The ATO may commence action to obtain lodgment of the current year return at any time, regardless of the date shown on the list. 'CY DMD' will be shown if such action has been taken.
Tax level 0 or 7 individual and trusts with a latest date for lodgment of, for example, 15 May of the current income year may be lodged up to 3 June of the current income year without incurring penalty where the return for the prior income will be non-taxable or will result in a refund.
The dates shown are end dates and the ATO expects that the majority of your clients' returns will be lodged progressively during the lodgment season.
If you believe that you will have difficulties meeting your lodgment program, contact the Tax Practitioner lodgment support desk to negotiate a new program as soon as possible, and certainly no later than the relevant program end date. Additional burdens placed on you by other sections of the ATO may be taken into account when negotiating a new program.
Full details of tax agent lodgment arrangements are contained in the current income year tax agent lodgment rules that can be obtained from the tax agent portfolio on the ATO website (www.ato.gov.au) or from the tax practitioner lodgment support. The RPTOM report contains a summary of all Activity Statements issued to the Tax Agent and the Tax Agent's clients. It contains both Paper and ELS statement information, DINs, Commissioner's Rates, etc.
Tax Agents typically use this report to search for the DIN number issued to their clients who currently receive paper Activity Statements, to avoid delays in applying to the ATO for new or replacement DINs.

Below is a list of possible messages on an exception report and what they mean.
-
Different Address: Under the heading RA on your client list, the code 'R' denotes that the ATO has recorded that the taxpayer's Current Postal Address on the taxpayer's Front Cover does not exactly match your postal address in the Control Record - this may simply indicate the taxpayer's residential address is being used.
-
The Exception report will display 'different address' if:
-
The Client List does not have an 'R', and the addresses are different, or
-
The Client List does have an 'R' and the addresses are the same.
-
Different Level: Is displayed if the ATO level in the Return Properties > PAYG/Lodge tab differs from that on the Client List.
-
Different Financial Year: Is displayed if the accounting year for the return is different to that on the Client List.
-
Different ATO: Is displayed if the ATO branch on the return is different to that on the Client List.
-
Different Name: Is displayed if the return name is different to that on the Client List. An exception is not reported if the Client List has initials only and Tax has the full name, or vice versa.
To avoid reporting exceptions where the only difference is in the client name select Exclude name differences on the Client Reporting Sort Options. The default for this option is 'on', therefore if you wish to have name differences reported, you need to turn off the option. -
Different Final Due Date: Is displayed if the Due Date of the return is different to that on the Client List.
-
Different Lodgment Status: Is displayed if the return has a status of lodged in Tax but the Client List has return as being Not Lodged, and vice versa.
-
Different Company or Fund Classification: Is displayed if the company classification of the return is different to that on the Client List. This only applies to companies and Super funds.
-
Different Last Year Lodged: is displayed if:
-
Client list has last year lodged before the current year and the return has status of lodged in the current year Tax ledger.
-
Client List has last year lodged as the current year but the return has status of not lodged in the current year Tax ledger.
-
Different Agent Code: Is displayed if you requested a Client List for one agent and when the exception report was run, the return in your Tax ledger had a different agent reference number.
-
Return Not Found in Ledger: Is displayed if a return is on the Client List but not in your current Tax ledger.

Standard Reports
Standard I,P,T and Standard C,F reports are based on the lodgment requirements set up in the Budget Maintenance index. The 'Required' number and percentage for each 'Tax Level' will be displayed when the Report Date equals or exceeds the date and percentage lodged set up in the Budget Maintenance index.
Budget Report
Budget I, P, T and Budget C, F reports are based on the 'date due' entered in the Lodgment Details screen. The 'Required' number and percentage for each level of return will be displayed when the Report Date exceeds or equals the first 'date due' entered in the Lodgment Details screen.
The reports include the following columns:
Tax Level: These levels are set by the ATO. The standard I,P,T and Budget I,P,T Reports display the relevant ATO levels allowable for Individual Returns, Partnership Returns and Trust Returns. The standard C,F and Budget C,F Reports display the relevant ATO levels allowable for Company Returns and Fund Returns.
Total Returns: This column displays the returns that fall within the report parameters set in the Record Selection and the ATO Reports options. (See below).
Lodged: This shows the number and percentage of returns that have a status of 'lodged'. This is derived from the returns listed in the Total returns column.
Required: This shows the number and percentage of returns required to be lodged as specified by the Report Date.
For example, in a Standard I,P,T Report the column will list the required amount and percentage of returns required to be lodged by the Report Date (as specified in the ATO Reports screen). The Parameters for the required dates depend on the report selected, that is, Standard or Budget.
Variance: This shows the variance between the Returns Lodged and the Returns Required to be lodged as detailed in the report parameters.
ATO Reports Options
Include Levels: Where applicable, this option refers to the tax levels to be included in the selection criteria for the report. Click [Enter] to leave the field blank and accept all levels. Alternatively, to include specific levels, enter the levels to be included. For example, if you enter the numbers 1 and 5, only these levels are included in the report.
Report Date: This refers to the date by which returns have to be lodged. Today's date will default but this may be changed if required. This field is linked to the dates entered in the Budget Maintenance index. Therefore, the report printed for this date will list according to the information entered for the date (or the closest to it but not past it) in Budget Maintenance.
ELS Agent: If you are an ELS agent, answer [Y] so Tax will report the percentage according to the ELS agent program.
Separate Partner Statistics: Selecting this option causes the statistics to be listed for each partner. Similarly if Separate Manager Statistics is selected.
Totals only: For Standard C, F returns this shows totals for each ATO Lodgment Classification. For Standard I, P, T this shows the totals for each Tax level/classification.
Exclude Subsidiaries (Consolidation): All lodgment reports have a checkbox that may be ticked so that the report will EXCLUDE subsidiaries of a consolidated group.
The checkbox will be unticked initially, as the standard is to include subsidiaries of a group.

Failed lodgments
To reduce instances of failed lodgment because of an incorrectly used DIN, Tax provides a Revision Management process which forces the tax agent to apply a revision number to amended activity statements. Activity statements listed in this report will have a Rev number if they have been created for the purpose of revising a previously lodged activity statement. this will be a number between 1-9.
This Rev number is not to be confused with the reporting code (also a number between 1 - 9) used to indicate what type of activity statements to include in the report.
